Steelman vs. Messenger
  I had a most enjoyable mugging last week with state Treasurer Sarah Steelman, her husband, David, and their son. The Steelmans were on their way to Joplin to watch their older son, Sam, play football. He plays for Rolla, which lost to Joplin. We talked about how my son, who plays for Glendale (which won its game against Hillcrest), will line up against her son when the two schools meet later this fall. Now THAT will be a mugging. (Hopefully with Glendale winning).

It was one of those great "politicians are people, too" moments in which we talked as much about our kids as we did state politics. (And, no, I gained no great insight into Steelman's future political plans; though I tried).

But we did talk about the changed culture in Jefferson City, and how members of the two principal parties are less collegial than they were when either of the Steelmans were in the state senate. Eventually, for the sake of taxpayers, something has to be done about that.

Worried about drinking loopholes
  An interesting side note came out of a state Senate roundtable held in Springfield at the state patrol headquarters yesterday. In a meeting run by state Sen. Michael Gibbons to assess the success of tougher drinking laws passed more than a year ago, specifically related to minors in possession of alcohol, members of the Springfield DWI Task Force lamented that their proposal that will go before voters in November might not be effective.

Why? Much like the city's recently passed law on the same topic, restaurants and bars will be exempted because of the way gross receipts are counted. In other words, unless a bar has a specific percentage of its receipts that come from alcohol, people under 21 will still be granted admission and the law won't effect the establishment.

The loophole, both Sheriff Jack Merritt and Prosecutor Darrell Moore indicated, has to do with allowing bars to count cover charges as non-alcohol revenue.

The city's already discovered this problem with their law. It's another example, in my opinion, why a TRULY community wide approach is needed. For example, at this meeting yesterday, there was lots of law enforcement, but where were the university folks. Were they even invited?
