The Banking Services Division is responsible for oversight
of several basic cash management functions for the state including check deposit
and disbursement activities, bank account maintenance and reconciliation, cash concentration, and
electronic funds transfers. The division also calculates the daily cash position
of the state and determines the amount of investable funds.
The Division is responsible for the acquisition of banking services for the
state. To effectively coordinate receipt and payment activities, the state
retains several general disbursement, deposit accounts, and electronic activity
accounts in Jefferson City, as well as some 195 other demand
deposit accounts located across the state. Administration of these accounts
requires significant contact with both bank and state agency personnel.
Consequently, one of the primary functions of the Banking Services Division is
managing and promoting constructive relationships between contracted banks,
state agencies, and the Office of the State Treasurer.
The Division serves as a resource to other state agencies in assessing,
securing, implementing, or negotiating for financial services, and often
represents the Treasurer in working with agencies to address cash management
issues.
